Uganda -Rwanda talks deadlocked, Kigali accuses uganda of arresting their nationals

The Uganda and Rwanda talks in Kampala have deadlocked. Officials from both countries failed to agree on anything, in the follow up to the implementation of the Luanda peace agreement. Top on the agenda was the reopening of the Gatuna border, which has been closed for almost a year.
